They\u2019ll also look to ongoing carrying costs, like monthly mortgage payments and utilities, to determine their overall affordability.<\/p>\n\n\n\n<p>But, there is one expenditure that is sometimes left out of the big picture, and it can cost thousands of dollars per year: paying property taxes.<\/p>\n\n\n\n<p>Paying your taxes will be a financial obligation over the course of your home\u2019s ownership, so it\u2019s important to understand how they may impact your household\u2019s bottom line. This is especially noteworthy in today\u2019s pandemic-era housing market; as many Ontarians have switched from urban to small-town or rural living, they may not realize that while their home has a relatively smaller price tag, it may come with a higher tax rate.<br><br>That\u2019s because property tax rates vary across the province, based on municipalities\u2019 size, councils\u2019 operating budgets, and the value of local housing markets. Typically, larger urban centres, such as the City of Toronto, can offer lower property tax rates due to a larger pool of taxpayers, and higher real estate prices. A town or rural community, meanwhile, will often implement a higher tax rate due to a smaller population and potentially fewer resources to service the area.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Did You Move During the Pandemic? Here\u2019s Why You Should Pay Attention&nbsp;<\/h2>\n\n\n\n<p>Your municipality\u2019s tax rate is just one factor; the second element is the most recent value assessment of your home, which is determined by the&nbsp; Municipal Property Assessment Corporation (MPAC). This year\u2019s edition also calculates how much homeowners would pay in taxes in each municipality, based on four sample assessment values: $500,000, $750,000, $1 million, and $1.5 million.<\/p>\n\n\n\n<p>For example, a Toronto homeowner with a property valued at $500,000 would pay $3,055.07 in property taxes based on the city\u2019s rate of 0.611013, the lowest on the list. In comparison, a similarly-priced home in Windsor, which has the highest tax rate of 1.818668, would have a tax bill of $9,093.34.<br><br>However, it\u2019s important to note that a $500,000 budget would go considerably farther in the latter, as the average home price in Windsor was $535,452 in September, compared to $1,090,096 in Toronto. As well, a lower or higher property tax rate and amount shouldn\u2019t be the only indicator that guides a home buying decision. Buyers should consider the big picture of their lifestyle and financial needs when determining what properties, budget or cities fit them best; property taxes are just one financial consideration to be aware of.<\/p>\n\n\n\n<p><strong>Compared to 2020, there\u2019s been very little fluctuation in municipalities\u2019 rankings; the lowest five remain unchanged, with all located within the Greater Toronto Area:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Toronto: 0.611013<\/li><li>Markham: 0.632908<\/li><li>Richmond Hill: 0.659549<\/li><li>Vaughan: 0.669976<\/li><li>Milton: 0.683333<\/li><\/ul>\n\n\n\n<p><strong>The<\/strong> <strong>highest five are also consistent with 2020\u2019s ranking, and all located in northern Ontario, with the exception of<\/strong> <strong>Windsor:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Windsor: 1.818668<\/li><li>Thunder Bay: 1.59108<\/li><li>Sault Ste. This is based on your home\u2019s characteristics such as the size of your lot, its overall condition, whether or not there have been structural changes or renovations, and whether or not it has a basement or pool. MPAC also takes into account the values of comparable properties in your neighbourhood.<br><\/li><li>The Education Tax Rate, implemented by the province of Ontario, the proceeds of which are used to fund regional schools.<br><\/li><li>&nbsp;The Residential Tax Rate, which is determined annually by a municipality\u2019s city council.<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">How Real Estate Values Impact Property Tax Policy<\/h2>\n\n\n\n<p>Municipalities with higher local real estate prices and larger populations tend to have lower property tax rates as there are more taxpayers funding the city\u2019s pot and floating their operating budget. For example, Toronto has long boasted the lowest tax rate in the province, given its population size and expensive home prices.<br><br>Similarly, GTA cities <a href=\"https:\/\/www.zoocasa.com\/markham-on-real-estate\" target=\"_blank\" rel=\"noreferrer noopener\">Markham<\/a> and <a href=\"https:\/\/www.zoocasa.com\/richmond-hill-on-real-estate\" target=\"_blank\" rel=\"noreferrer noopener\">Richmond Hill<\/a>, round out the lowest three with rates of 0.632908% and 0.659549% respectively, and have among the highest average home prices in the region at $1,352,869 and $1,441,035.<\/p>\n\n\n\n<p>In contrast, the cities with the highest tax rates often have the lowest-priced real estate.&nbsp;<\/p>\n\n\n\n<p>Another factor is the city\u2019s commercial-to-residential tax ratio; in most municipalities, businesses pay at least double the amount of tax than homeowners, <a href=\"https:\/\/www.altusgroup.com\/featured-insights\/canadian-property-tax-benchmark-report-2021\" target=\"_blank\" rel=\"noreferrer noopener\">with the Canadian average at 2.73<\/a>. Additionally, the cost of property tax a buyer will need to pay is also worth considering, and it is often overlooked despite being an ongoing annual financial obligation over the course of the home\u2019s ownership.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Why Should Home Buyers Consider Property Taxes?<\/h2>\n\n\n\n<p>While property taxes may not be the largest influence when deciding how much to spend on a property or what municipality to buy a home, the costs are worth understanding as they amount to thousands of dollars per year.<\/p>\n\n\n\n<p>In 2020 in particular, a number of home buyers in the Toronto area have elected to trade their urban condos for bigger homes in municipalities across <a href=\"https:\/\/www.huffingtonpost.ca\/entry\/real-estate-toronto-pandemic_ca_5ef79773c5b6acab2842789d\">Ontario<\/a>. It\u2019s important for buyers who are moving to a new municipality to note that the property tax rate their home is subject to and the total amount they pay in taxes every year will change as municipal tax rates vary widely across Ontario. Depending on the municipality, the difference paid annually can be thousands of dollars depending on the size of the city, its council\u2019s operating budget, and even factors such as the health of its housing market.&nbsp;<\/p>\n\n\n\n<p>Zoocasa compiled 2020 property tax rates for 35 Ontario municipalities, and also calculated what homeowners would pay in taxes in each region at three sample assessment values: $250,000, $500,000 and $1,000,000.&nbsp;<\/p>\n\n\n\n<p>Our findings show, perhaps unsurprisingly, that for homes with the same assessed value, there is a significant variance in the annual property tax amount paid by homeowners, depending on where they live. For example, in Windsor &#8211; which features the highest property tax rate among the municipalities included on our list at 1.775679% &#8211; a homeowner would pay $8,878 per year in property taxes on a home assessed at $500,000. By comparison, in the <a href=\"https:\/\/www.zoocasa.com\/toronto-on-real-estate\">City of Toronto<\/a> &#8211; which has the lowest tax rate at 0.599704% among the municipalities included on our list &#8211; a homeowner would pay a comparatively lower $2,999 for a property assessed at $500,000.&nbsp;<\/p>\n\n\n\n<p>It\u2019s important to note that this does not mean that every homeowner in Windsor is paying more in property taxes than a homeowner in Toronto. There are a number of factors at play, as we explain below. Further, it is also important to keep in mind that a lower or higher property tax rate and amount shouldn\u2019t be the only indicator that guides a home buying decision. Buyers should consider the big picture of their lifestyle and financial needs when determining what properties, budget or cities fit them best; property taxes are just one financial consideration to be aware of.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">How is Property Tax Calculated?<\/h2>\n\n\n\n<p>In short, the amount you\u2019ll pay in property tax can be calculated by multiplying your most recent home value assessment by the residential rate set by your local municipality. <a href=\"https:\/\/www.ontario.ca\/page\/property-tax\">In the province of Ontario<\/a>, these are based on the following:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The value of your home, as assessed by the Municipal Property Assessment Corporation (MPAC). However, they have considerable flexibility on this; in Toronto, for instance, city council has purposely kept the residential tax rate below inflation as a promise to voters. Keeping property taxes low can also act as an incentive to draw more buyers to a city\u2019s property market.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Real Estate Values Contribute to Property Tax Policy<\/h2>\n\n\n\n<p>Cities with high-valued local real estate and larger populations generally have more leeway on keeping their tax rate low, as the amount collected from individual homeowners is, as a reflection of the real estate prices in the area, generally higher, plus there are more tax payers to contribute to the pot. For example, as real estate prices and property assessment values increased in Toronto, the largest city in Ontario,, so do property tax revenues, giving council the ability to keep the rate low. Toronto had the lowest property tax rate out of 35 municipalities at 0.599704% in 2020.&nbsp;<\/p>\n\n\n\n<p>Similarly, for <a href=\"https:\/\/www.zoocasa.com\/markham-on-real-estate\">Markham<\/a> and <a href=\"https:\/\/www.zoocasa.com\/richmond-hill-on-real-estate\">Richmond Hill<\/a>, the two municipalities that round out the regions where property tax rates are lowest at 0.628191% and 0.653108%, respectively, have comparably higher average home prices of $1,074,125 and $1,173,826 which allow for overall lower tax rates.<\/p>\n\n\n\n<p>In contrast, the cities with the highest tax rates often have the lowest-priced real estate. In Windsor, for instance, where the property tax rate is the highest amongst the municipalities included in our report, the average home price was $428,276 in October. Similarly, in Thunder Bay, where the property tax rate is 1.562626%, the average home price was $226,628 in September 2020.<\/p>\n\n\n\n<p>Another factor is the city\u2019s commercial-to-residential tax ratio; in most municipalities, businesses pay at least double the amount of tax than homeowners, with the <a href=\"https:\/\/www.altusgroup.com\/services\/reports\/canadian-property-tax-rate-benchmark-report-2019\/\">Canadian average at 2.5<\/a>. October 2020 home prices were sourced from each region\u2019s real estate board, and where these figures were not available, September 2020 home prices were used.<\/p>\n\n\n\n<p>Compared to our <a href=\"https:\/\/www.zoocasa.com\/blog\/ontario-property-tax-rates-2019\/\">2019 property tax rate findings<\/a>, municipality rankings stayed relatively similar. However, the amount of property tax a buyer will need to pay is a considerable carrying cost that\u2019s often overlooked, despite it being an ongoing annual financial obligation over the course of the home\u2019s ownership.<\/p>\n\n\n\n<p>The amount of property tax paid should also be of particular note to buyers moving to a new city, as municipal tax rates vary widely across Ontario; the difference paid annually can be thousands of dollars depending on the size of the city, its council\u2019s operating budget, and even factors such as the health of its housing market.<\/p>\n\n\n\n<p><strong>Do you have questions about how property taxes work? <\/strong><a href=\"https:\/\/www.zoocasa.com\/blog\/ontario-property-tax-rates-faq\/\"><strong>Check out our property tax FAQs for home buyers here<\/strong><\/a><strong>.<\/strong><\/p>\n\n\n\n<p>In fact, according to calculations from <a href=\"http:\/\/www.zoocasa.com\">Zoocasa<\/a>, an Ontario homeowner living in Windsor, the city with the highest tax rate at 1.789394%, would pay&nbsp;<strong>$5,873 more per year in property tax<\/strong> on a home assessed at $500,000 than one in the City of Toronto, which has the lowest tax rate in the province at 0.614770%.<\/p>\n\n\n\n<p><strong>Related Read:&nbsp;<a href=\"https:\/\/www.zoocasa.com\/blog\/the-gta-cities-with-the-highest-property-tax-infographic\/\">GTA Cities With the Highest Property Tax Rates<\/a><\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">How is Property Tax Calculated?<\/h2>\n\n\n\n<p>In short, the amount you\u2019ll pay in property tax can be calculated by multiplying your most recent home value assessment by the residential rate set by your local municipality. <a href=\"https:\/\/www.ontario.ca\/page\/property-tax\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"In the province of Ontario (opens in a new tab)\">In the province of Ontario<\/a>, these are based on the following:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The value of your home, as assessed by the Municipal Property Assessment Corporation (MPAC). This assessment takes into account a combination of factors about your home such as its lot size, whether it has a basement, and if its condition has been improved with renovations and other structural updates. Whether or not it has any special features, such as a pool, is also taken into consideration, as well as the values of comparable properties in the neighbourhood.&nbsp;<br><br>The latter is especially important for <g class=\"gr_ gr_7 gr-alert gr_spell gr_inline_cards gr_disable_anim_appear ContextualSpelling ins-del\" id=\"7\" data-gr-id=\"7\">home buyers<\/g> in rapidly appreciating neighbourhoods; surging local home prices over a short period of time can lead to a shock when the tax bill is opened the following year.<br><\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>The Education Tax Rate, implemented by the province of Ontario, the proceeds of which are used to fund regional schools.<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>&nbsp;The Residential Tax Rate, which is determined annually by a municipality\u2019s city council.<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Why Do Property Taxes Vary from City to City?<\/h2>\n\n\n\n<p>As a main purpose of property tax collection is to generate revenue for cities, individual city councils generally set it at a rate that will bring in sufficient cash to float their operating budgets. However, they have considerable flexibility on this; in Toronto, for instance, city council has purposely kept the residential tax rate below inflation as a promise to voters. Keeping property taxes low can also act as an incentive to draw more buyers to a city\u2019s property market.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Real Estate Values Contribute to Property Tax Policy<\/h2>\n\n\n\n<p>Cities with high-valued local real estate and larger populations generally have more leeway on keeping their tax rate low, as the amount collected from individual homeowners is higher to reflect real estate prices, and there are more tax payers to contribute to the pot. For example, as&nbsp;<a href=\"https:\/\/www.zoocasa.com\/toronto-on-real-estate\">Toronto real estate <\/a>prices continue to rise (hitting an average of $915,481 in June), so too do property tax revenues, giving council the ability to keep the rate low.<\/p>\n\n\n\n<p>It\u2019s a similar dynamic seen for Markham and&nbsp;<a href=\"https:\/\/www.zoocasa.com\/milton-on-real-estate\">Milton homes for sale<\/a>; in these cities, which round out the lowest three for tax rates at 0.659822% and 0.6857761%, respectively, comparably higher average home prices of $914,776 and $775,964 allow for overall lower tax rates.<\/p>\n\n\n\n<p>In contrast, the cities with the highest tax rates often have the lowest-priced real estate. Condos and&nbsp;<a href=\"https:\/\/www.zoocasa.com\/oshawa-on-real-estate\">houses for sale in Oshawa<\/a>, for instance, currently sell at an average of $536,513, and come with a tax rate of 1.344725%. In Windsor, Thunder Bay, and Sault Ste. Marie \u2013 the three highest-taxed cities in the range of 1.7% \u2013 1.5% &#8211; average home prices remain well below the $350,000-mark.&nbsp;<\/p>\n\n\n\n<p>Another factor is the city\u2019s commercial-to-residential tax ratio; in most municipalities, businesses pay at least&nbsp;double the amount of tax than homeowners, with the Canadian average at 2.85.
