{"id":11525,"date":"2017-04-20T12:03:10","date_gmt":"2017-04-20T16:03:10","guid":{"rendered":"http:\/\/www.zoocasa.com\/blog\/?p=11525"},"modified":"2017-04-20T13:19:55","modified_gmt":"2017-04-20T17:19:55","slug":"ontario-to-get-foreign-buyer-tax-as-fair-housing-plan-revealed","status":"publish","type":"post","link":"https:\/\/www.zoocasa.com\/blog\/ontario-to-get-foreign-buyer-tax-as-fair-housing-plan-revealed\/","title":{"rendered":"Ontario Foreign Buyer Tax To Come As Fair Housing Plan Revealed"},"content":{"rendered":"<p>The Ontario government has revealed <a href=\"https:\/\/news.ontario.ca\/opo\/en\/2017\/04\/making-housing-more-affordable.html\" target=\"_blank\">16 new measures<\/a> designed to stabilize the province\u2019s real estate market, provide greater protection for renters, and crack down on speculative investment in the region.<\/p>\n<p>In a live announcement from Toronto\u2019s Liberty Village, Ontario Premier Kathleen Wynne, joined by provincial finance minister Charles Sousa and Aurora-Newmarket MPP Chris Ballard, unveiled the new Ontario Fair Housing Plan \u2013 and kicked things off by confirming a foreign buyers tax will indeed be introduced in the Greater Golden Horseshoe.<\/p>\n<h2>An Ontario Foreign Investment Tax<\/h2>\n<p>A 15% Non Resident Speculation Tax (NRST), will be take effect immediately, and will apply to non-permanent residents, non-citizens, and non-Canadian corporations purchasing residential property in the GGH. However, a full rebate on the tax will be provided to those who become a permanent resident or citizen within four years of their home purchase, and to students enrolled in a full-time two-year post-secondary program.<\/p>\n<p>Speculation on whether such a tax would come to Ontario (specifically the Greater Toronto Area) has raged following the implementation of one in Metro Vancouver in August 2016. It\u2019s an abrupt change of stance for Wynne, who stated at the time that she didn\u2019t feel a foreign buyer tax was a fit as Toronto and Vancouver are completely different markets. When pushed by the media on her turnaround following the announcement, however, Wynne stated that \u201cthe situation has changed.\u201d<\/p>\n<p>\u201cWe\u2019ve heard from economists and realtors, and we know that a 33 \u2013 40% (home price) increase is a new reality in this region, and that\u2019s why we\u2019ve worked to put together a plan to address these concerns\u2026 We have determined a non-resident speculation tax is needed because this speculation needs to be addressed,\u201d she stated to the media scrum. She also made it clear that the tax shouldn\u2019t be interpreted as an anti-immigration measure.<\/p>\n<p>\u201cThe Non-Resident Speculation Tax has nothing to do with new Canadians or people who want to make Ontario their home,\u201d she said. \u201cThis is targeting people who are not looking to raise a family, who are just looking for quick profit or a place to park their money.\u201d<\/p>\n<p>According to the Zoocasa\u2019s <a href=\"https:\/\/www.zoocasa.com\/blog\/over-half-of-canadians-support-a-foreign-buyer-tax-zoocasa-housing-trends-report\/\">Housing Trends and Sentiments Report<\/a>, the concept of a foreign buyers tax is popular with two thirds of Canadians \u2013 61% feel foreign buyers are driving up home prices in their city, with an addition 69% supporting a tax in their region. Not surprisingly, this is most pronounced in British Columbia (75%) and Ontario (66%).<\/p>\n<h2>New Rent Controls Proposed<\/h2>\n<p>The next big revelation is legislation proposing sweeping rent control in all private rental units, including those built after 1991 \u2013 a bombshell move in response to intense media and consumer scrutiny following skyrocketing rents in Toronto, in some cases by as much as 100%.<\/p>\n<p>Wynne dismissed the fear that doing so would dissuade developers from creating rent-purpose buildings \u2013 a concern raised by several industry pundits \u2013 saying it \u201cjust does not hold water\u201d, and that these measures will provide tenants with the expectation that their rent won\u2019t rise higher than inflation.<\/p>\n<p>Ballard, who has been a champion behind the rent control issue, also revealed the legislation will include a proposed amendment for landlords to negotiate starting rents at current market rates.<\/p>\n<p>\u201cIt\u2019s clear that families on tight budgets are feeling the pinch of dramatically rising prices as the rental and real estate market struggle to keep up with demand,\u201d he said. \u201cIt will make everyday life more predictable and fair for Ontarians.\u201d<\/p>\n<p><strong>Related Read: <a href=\"https:\/\/www.zoocasa.com\/blog\/5-tips-for-getting-ahead-in-toronto-rental-market\/\">5 Tips to Get Ahead in Toronto\u2019s Rental Market<\/a><\/strong><\/p>\n<h2>The Ability to Tax Empty Homes<\/h2>\n<p>The province will also empower the City of Toronto, and potentially other municipalities, to <a href=\"https:\/\/www.zoocasa.com\/blog\/over-half-of-canadians-support-a-foreign-buyer-tax-zoocasa-housing-trends-report\/\">introduce a tax on vacant homes<\/a>, similar to the one introduced this fall in Vancouver \u2013 in the west coast city, a 1% levy on a home\u2019s total value is charged to homeowners who leave their dwellings empty for a minimum of six months per year.<\/p>\n<h2>A Crackdown on \u201cProperty Scalpers\u201d<\/h2>\n<p>Sousa says a main focus for the province will be addressing the practice of \u201cpaper flipping\u201d \u2013 when a buyer enters a contractual agreement to buy a residential home, and assigns it to someone else prior to closing, effectively driving up the price. \u201cThese scalpers may be avoiding tax,\u201d he said. \u201cWe will require full disclosure if a property is transferred through an assignment clause.\u201d He added that the province will work alongside the Canada Revenue Agency to ensure taxes are paid in full.<\/p>\n<h3>Other initiatives include:<\/h3>\n<p><strong>Less red tape:<\/strong> The plan will identify barriers to housing development projects in order to improve supply. The province will create a Housing Supply Team to work directly with developers and municipalities.<\/p>\n<p><strong>Incentives for rental developers:<\/strong> A $125-million, five-year program will encourage the construction of new purpose-built rental apartments by rebating a portion of the development charges.<\/p>\n<p><strong>Free up land for new homes:<\/strong> The Plan will also work with municipalities and other partners to identify provincially-owned surplus lands that could be used for affordable and rental housing development, including parts of Toronto\u2019s West Donlands, and areas close to Hamilton.<\/p>\n<p><strong>Do you think the province\u2019s plan will effectively make real estate more affordable?
