some brokers/agents in GTA offers cash rebates/incentives on closing, is there agent/broker in windsor that offer same?

Under what circumstances are these incentives given? It is not a practise I have heard of. Realtors provide a service for the commission they make on the sale. It doesnt sound feasible to pay incentives on closing. If these incentives are supposedly paid to the Seller, then there is a discrepancy or a misunderstanding in that belief.
